Arguement #32 "The Civil Rights Act of '64 Helped Blacks So Much!"
"No, it didn't, not economically. Blacks already had a definite upward trend in income and occupations that had begun decades earlier. After the passage of the Civil Rights Act that progress simply continued. There was no acceleration of progress due to the Civil Rights Act of 1964. In fact the rise of blacks into professional and other high-level jobs was less, mark that -was less- after the passage of the Civil Rights Act than it was in the years preceding the Civil Rights Act of 1964. In fact, it was at a higher rate in the '40s than in the '50s. The reason for this was that blacks were closing the education gap between themselves and the whites.
